FEMA GO Releases Functionality for SF-425

FEMA released functionality for Recipient Submission of Federal Financial Report (SF-425) in FEMA Grants Outcome (FEMA GO).

Recipients who received an award through FEMA GO will be required to prepare and submit the SF-425 through FEMA GO for the following grant programs:

  • Assistance to Firefighters Grants (AFG).
  • Fire Prevention and Safety (FP&S) Grants; and
  • Staffing for Adequate Fire and Emergency Response Grants (SAFER).

Reminder: Recipients who were awarded in eGrants must continue to report in eGrants.

Federal Financial Reporting Requirements

The Federal Financial Report (SF-425) must be prepared and submitted online using FEMA GO. General instructions for completing the SF-425 are available online at SF-425 OMB #4040-0014.

Recipients must submit financial reports as a condition of their award acceptance. Future awards and funds drawdown may be withheld if these reports are delinquent. Recipients should keep detailed records of all transactions involving the grant. FEMA may at any time request copies of purchasing documentation along with copies of canceled checks or other proof of payment documentation for verification.

Federal Financial Reports

Recipients of AFG Program grants are required to submit a Federal Financial Report (SF-425) semi-annual basis. The report must be submitted using the online FEMA GO based on the calendar year beginning with the period after the award is made.

Reporting Dates

Grant recipients are required to submit an FFR throughout the entire period of performance of the grant. Reports are due:

  • No later than July 30 (for the period January 1 – June 30)
  • No later than January 30 (for the period July 1 – December 31)
  • Within 90 days after the end of the Period of Performance for awards made prior to November 20, 2020 or within 120 days for awards made after November 20, 2020.
