Embed mental and behavioral health services with law enforcement agencies
The CPD – Promoting Access to Crisis Teams solicitation (formerly known as Implementing Crisis Intervention Teams) will provide grants directly to state, local, tribal, and territorial law enforcement agencies for the creation or expansion of crisis intervention teams and to embed mental and behavioral health services with law enforcement agencies so they can better respond to individuals in crisis in the community.
This Community Policing Development program, Promoting Access to Crisis Teams, was formerly known as CIT.
Through the decades, law enforcement has made significant improvements in its responses to people experiencing mental health crises through the development of various models of crisis intervention training, crisis triage centers, co-response teams, and embedded mental health and behavioral services. The evolution of these approaches has improved the safety of law enforcement and people in crisis. It has also resulted in the deflection of individuals with mental health needs away from the criminal justice system and toward the services and care they need.
The goal of FY 2024 Promoting Access to Crisis Teams solicitation is to provide funding to support the implementation of crisis intervention teams, including embedding behavioral or mental health professionals with law enforcement agencies, training for law enforcement officers and embedded behavioral or mental health professionals in crisis intervention response, or a combination of these.

CPD is a competitive grant program designed to advance the practice of community policing by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities.
Agencies awarded the FY 2024 COPS Promoting Access to Crisis Teams (PACT) Community Policing Develop.m.ent (CPD) Grants receive grants up to $400,000.
Estimated Total Program Funding: Approximately $4 million is available for this program.
Each award is two years (24 months) in duration for a maximum of $400,000 per award.
There is no local match.
Only a limited number of grants will be awarded.
