The Grants to Enhance Culturally Specific Services for Victims of Sexual Assault, Domestic Violence, Dating Violence, and Stalking Program (Culturally Specific Services Program) supports culturally specific community-based organizations in addressing the critical needs of sexual assault, domestic violence, dating violence, and stalking victims in a manner that affirms a victim’s culture.

  • Direct services for victims and secondary survivors
  • Outreach/community education
  • Training of service providers and criminal justice professionals
  • Emergency assistance for victims
  • Transitional housing
  • Services for children who have been exposed to violence
  • Services/resources that address the safety, economic, housing and workplace needs of victims
  • Culturally specific healing modalities

Funding levels under this program for FY 2024 are:

  1. Applicants proposing to use CSSP grant funds to address one or more of the eight purpose areas may submit budgets for up to $400,000 for the entire 36 months.
  2. Applicants proposing to address the priority area “Advance equity and tribal sovereignty as essential components of ending sexual assault, domestic violence, dating violence, and stalking” may submit budgets for up to $450,000 for the 36-month period.
  3. Applicants proposing to address the priority area “Strengthen efforts to prevent and end sexual assault, including victim services and civil and criminal justice responses” may submit budgets for up to $475,000 for the 36-month period.
  4. Applicants proposing to address the priority area “Expand economic justice and financial advocacy for survivors of sexual assault, domestic violence, dating violence, and stalking, including as a tool for violence prevention” may submit budgets for up to $450,000 for the 36-month period.

Agencies awarded the OVW Culturally Specific Services Program typically receive awards in the range of $400,000 – $450,000.

OVW estimates that it will make up to 50 awards for an estimated $22,500,000.

The award period is 36 months. Budgets, including the total estimated funding on the SF-424, must reflect 36 months of project activity. OVW anticipates that the award period will start on October 1, 2024.

Award Floor: $400,000

Expected Number of Awards: 50

Only a limited number of grants will be awarded.

Grant Eligibility

Eligible applicants are limited to: private nonprofit/tribal organizations for which the primary purpose of the organization as a whole is to provide culturally specific services to “American Indians (including Alaska Natives, Eskimos, and Aleuts), Asian Americans, Native Hawaiians and other Pacific Islanders, Blacks, and Hispanics” in the United States or U.S. territories (See 34 U.S.C. 20124(c) & 12291(a)(8) and 42 U.S.C. 300u-6(g)).
