Over $14.7 Million Awarded to 62 Fire Departments in Round 3 AFGP 2011 Fire Grant Awards

Assistance to Firefighters Grants (AFG)It’s an early Happy New Year for over 60 Fire Departments and Emergency Management Agencies nationwide. The Federal Emergency Management Agency (FEMA) has announced the third award round for the 2011 Assistance to Firefighters Grant Program (AFGP). FEMA awarded $14,799,885 to 62 agencies. Award amounts ranged from a $8,345 equipment grant awarded to Sand Valley Volunteer Fire Department, Attalla, AL, to a $1,750,000 equipment grant awarded to Baltimore County Fire Department, Towson, MD.

Bill Introduced to Postpone FCC Mandated Narrowband Requirements

Rep. Steven Rothman (D-NJ) introduced H.R. 3430 bill into the 112th Congress, House of Representatives, on Nov. 15, 2011. The 11 lines of this short, succinct bill directs the Federal Communications Commission (FCC) to extend by 2 years the final deadline for private land mobile radio licensees to migrate to narrowband technology. Currently that date is set for January 1, 2013.

If passed, H.R. 3430 would extend the narrowband implementation deadline to January 1, 2015. There is currently no co-sponsor for this bill, nor is any justification provided as to why a deadline extension is needed.

Most industry experts do not expect this bill to pass. As such, the bill is no reason for public safety agencies to ignore the requirement for narrow banding of their radio frequencies by the January 1, 2013 deadline.

Over $19.7 Million Awarded to 128 Fire Departments in Round 2 AFGP 2011 Fire Grant Awards

Dec. 23, 2011 – The Federal Emergency Management Agency (FEMA) has announced the second award round for the 2011 Assistance to Firefighters Grant Program (AFGP). FEMA awarded $19,782,172 to 128 agencies. Award amounts ranged from a $10,450 equipment grant awarded to Newton Fire Department, IA, to a $976,448 equipment grant awarded to Womelsdorf Volunteer Fire Company, PA.

Congress Approves Year-End Spending Bill

Public Safety Grant News – Congressional Fire Services Institute

On Saturday, December 17, the Senate approved H.R. 2055, a $915 billion spending package for Fiscal Year 2012. The bill, which includes funding for the Department of Homeland Security (DHS), was approved by the House on December 16.

The spending measure makes significant cuts to DHS, funding the department at $39.4 billion, a decrease of $2 billion from FY11 and $8.6 billion less than was requested by the Obama Administration. The Assistance to Firefighters (FIRE) Grant Program and the Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program are funded at $337.5 million each, down from $405 million each in FY11.

FIRE and SAFER were not the only grant programs to be significantly cut in the bill. H.R. 2055 creates a funding pool of $1.35 billion for a dozen grant programs, including the Urban Area Security Initiative (UASI) and the State Homeland Security Grant Program (SHGP). These programs will be funded at the discretion of the Secretary of Homeland Security.

The United States Fire Administration is funded at $44.038 million, down $1.5 million from FY11.

The bill now goes to President Obama for his signature.

It’s an early Christmas for 136 Fire Departments and Emergency Services Agencies across the U.S. On Dec. 16, 2011, the Federal Emergency Management Agency (FEMA) announced the first award round for the 2011 Assistance to Firefighters Grant Program (AFGP). FEMA awarded $17,227,130 to 136 agencies. Award amounts ranged from a $3,610 grant awarded to Central Campbell County Fire District, Cold Spring, KY, to a $913,980 grant awarded to Orange County Fire Rescue Department, Winter Park, FL.

Of the 136 2011 AFGP winners, 9 are First Responder Grants clients and students of our grant writing training classes. Combined, these 9 winners were awarded $1,007,818.
